The Mendota is now called the Temiskawa which has a Smart Trac rudder. The Mendota rudder should deploy to 90 degrees. Sounds like your rudder needs some service to free up the deployment mechanism. At worst you may need to replace the deployment line which could be binding the rudder pulleys.
