: to bond to. Before I remove any material I will tape up the hole
: and make a plug, which will give me something to fill to, so I
: will be able to accurately restore the shape of the groove
: without a lot of trial and error with sandpaper... I have never
: been accused of over-simplification.

Appropriate simplification would be sand away all sharp edges, and then stop. If you were really particular you could buff the sanded area smooth. But, if you are retired and have time on your hands, you could do the reconstructive gel-coat work you are considering.
