Even the state does an inspection (voluntary) of paddlecraft. At the lake I often paddle, they inspect all powerboats for invasive plant life and safety gear, and do voluntary inspections of canoes & kayaks. And they always take personal info when they do it. Paddlers get inspection stickers if they agree to the inspection. No biggie.
